1. Overview
This Right to Information (RTI) Manual is pursuant to the provisions of the Act 989, passed by Parliament and assented to by the President, H.E. Nana Addo Dankwa Akufo-Addo. The Act gives substance to the constitutional right to information provided under Article 21 (1) (f) of the Constitution, enabling citizens access to official information held by government institutions, and the qualifications and conditions under which the access may be obtained. In accordance with Section 80, the Act applies to information which came into existence before, or which will come into existence after the commencement of the Act.
1.1 Purpose of Manual – To inform/assist the public on the organizational structure, responsibilities and activities of the Ghana TVET Service and provide the types of information and classes of information available at Ghana TVET Service, including the location and contact details of its Information Officer and units.
1. Divisions and Departments under Ghana TVET Service
This section describes the Service’s vision, mission and lists the names of all Divisions and Departments under the Service, including the description of organizational structure, responsibilities, details of activities and classes and types of information accessible at a fee.

Responsibilities of the Institution:
TVET Service Act, 2020 (Act 1049), an agency under the Ministry of Education, is mandated to manage, oversee and implement approved national policies and programmes relating to Pre-Tertiary Technical and Vocational Education and Training in Ghana. The Service’s functions include providing TVET education at the Pre-tertiary level, implementing the curriculum for TVET programmes in collaboration with industry and the relevant regulatory bodies, keeping an up-to-date register of TVET institutions and trainers in the Service, facilitating practical workplace experience, learning and apprenticeship, equipping learners with relevant employable and entrepreneurial skills for the labour market, responsible for the management of human resources of the Service etc. |
2.1 Description of Activities of each Division and Department

Finance

· Manage the finances and perform all general administrative functions of the Ghana TVET Service
· Keep books of account and records of financial transactions of the Ghana TVET Service · Collate and compile the operational budget of the Ghana TVET Service · Manage and control the finances and other resources of the Ghana TVET Service · Prepare annual financial reports for audit and transmission to the appropriate government authorities. · Collate and ensure the budgetary allocation to TVET delivery Agencies are met · To safeguard the interest of the Ghana TVET Service in all financial transactions relating to revenue and expenditure. · To mobilize and disburse financial resources and provide/generate reports for management control. · To Facilitate the implementation of efficient financial management systems. |
Administration | · Provide technical support of the software, hardware, and network communications provided to Ghana TVET Service.
· Develop new systems and projects for the advancement of productivity and efficiency. · Prepare the user requirements/specifications in order to promote rational utilization of human resources. · Modernize and promote the e-learning of TVET by using information and communication technology and by setting up a strategy for e-learning. · Provide operational support systems for the continuous upgrading of the quality of services offered by the Ghana TVET Service. · Prepare tender documents relating to computer systems. · Prepare progress reports on projects. · Oversee network and internet operations. · Organise and directs the work of subordinate Information and Communication Technology related staff. · Supervise the installation and upgrading of hardware and software, programming and system design, development of computer networks. · Supervise the implementation of internet and intranet sites. · Organise training of Information and Communication Technology related staff.

Human Resource Management And Develpoment | · Identifying and fulfilling talent needs through advertisement of job roles and subsequent recruitment.
· Utilizing various recruitment technologies to acquire and to filter based on experience/qualification · Terminating contracts when necessary · Maintaining ethical hiring practices and aligning with the regulatory environment · Writing employee contracts and negotiating salary and benefits · Training and preparing new employees for their role · Providing training opportunities (internal, educational programs, conference etc.) to keep employees up to date in their respective fields. · Preparing management prospects and providing feedback to employees and managers. · |
Research, Innovation Monitoring And Evaluation | · To develop and implement Ghana TVET Service’s research policy and guidelines.
· To promote, facilitate, and co-ordinate research activities in Ghana TVET Service as a whole. · To represent the interests of the Ghana TVET Service in contractual applications and reporting. · To set standards and ensure the effective dissemination of high-quality research output. · To develop strategies that address knowledge and skills gaps and build capacity for more effective research and innovation management. · To develop a fundraising strategy and to raise funds for research. · To liaise between the Ghana TVET Service and funding agencies and broker strategic partnerships between such agencies and Ghana TVET Service. · To forecast what is yet to come as far as skills delivery in Ghana TVET Service is concerned. · To facilitate the development of the Ghana TVET Service’s strategic plan, including business plans; and monitor implementation and delivery against set objectives and targets. · Monitor and ensure the effective dissemination of high-quality innovation output. · To facilitate the development of the Ghana TVET Service’s strategic plan, including business plans; and monitor implementation and delivery against set objectives and targets. · Ensure the registration, protection, patenting, and commercialisation of intellectual property. |
Partnership, Resource Mobilisation, WEL, Diversity And Inclusion Education | · Develop a TVET student’s/learner’s capacity to adapt to new situations.
· Bridge the gap between industry and learners. · Ensure the wellness, health and safety of learners in TVET. · Make assessment of skills obtained and improve upon standards. · Design training programmes such as role playing, internship opportunities, interactive games etc. to boost the learning experiences and to improve skills, abilities and knowledge transfer of learners in TVET. · Design work-based learning experiences for disability employees and learners. · Create happier learners through dynamic learning experience. · Ensure learners in TVET feel valued, fulfilled, supportive and belonging. · Providing the right tools and environmental conditions for learners in TVET.

Infrastructure Planning And Development | · To develop purchasing and contract management instructions, policies, and procedures for implementation.
· To coordinate the preparation of annual procurement plans for the Ghana TVET Service. · To collate inputs for preparation of annual budget and strategic plan. · To coordinate all tender and contract documents for the award of contract. · To assist in the collection and collation of data for the preparation of annual and other relevant reports. · To prepare and process requisitions and purchase orders for supplies and equipment.

Edtech/ICT | · Develop strategies for integrating educational technology into classroom, ensuring that digital tools enhance the curriculum and learning outcome.
· Facilitate the creation and curation of digital educaiona; content, including interactve multimedia, online courses and e-books. · Plan and implement the necessary ICT infrastructure, including high speed internet access, computer labs, and multimedia facilities in educational institutions. · Ensure user-friendly interfaces and accessibility features to accommodate diverse learning needs. · Implement systems for collecting, analyzing and utilizing data related to student performance, techer effecyiveness and educational trends. · Educate stakeholders about best practices for online safety and responsible use of technology. · Conduct research on emerging technologies and their potential applications in education. · Engage with parents and the community to raise awareness about the benefits of EdTech and ICT in education. · Foster partnership with local businesses and organization. · Collaborate with government agencies and other stakeholders to align educational technology efforts with national development goals. |
Training Assessment And Quality Assurance | · Manage standards and quality related activities/tasks of TVET institutions.
· Develop a set of strategies for the setting up of standards/quality benchmarks/parameters for all activities of the institutions. · Prepare, promote, and disseminate, information on standards/quality to all sections of the TVET service through discussions at workshops and seminars. · Monitor and evaluate standards and measure parameters of the institution’s fresh instructors/administrators and all managers. · Develop formats for learners’ assessment of instructors. · Coordinate Internal Audits of the Institution pertaining to Quality Assurance. · Evaluate policies on Quality Assurance and their impact on the institution |

1. Procedure in Applying and Processing Requests
Section 18 of the RTI Act provides specific guidelines for application for access to information kept by a public institution. It is thus important that a request for information be made in accordance with the provisions under this section. The Information Officer or a designated officer is responsible for dealing with applications made to the Ghana TVET Service. To requests for information under the RTI Act from the Ghana TVET Service, applicants are to follow these basic procedures:
3.1 The Application Process
- Application by any person or organization who seeks access to information in the custody of Ghana TVET Service must be made in writing, using the standard RTI Application Form. (See Appendix A for the Standard RTI Application Form). A copy of the form can be downloaded or completed and submitted electronically on the Ghana TVET Service’s official website or the Ministry of Information website.
- In making the request, the following information must be provided:
- Date of the Application.
- Name of the applicant or the person on whose behalf an application is being made.
- Name of the organization represented by the applicant (if any).
- Available contact details of the applicant or address of the person/organization on whose behalf an application is being made (Telephone Number, Email, Postal Address, Fax).
- Brief description of information being sought. (Applicant are to specify the class and type of information including cover dates).
- Payment of relevant fee if applicable.
- Signature/ thumbprint.
- Provision of identification
The applicant must present at least one (1) of the following valid identification cards (IDs) to serve as proof of identity:
- Driver’s License.
- National ID.
- Voter’s ID.
- The applicant should state the format of information being requested and the mode of transmission. Example (do you need certified true copy, normal photocopy or electronic copies. Would you want to receive it through a postal address, e-mail, courier services, fax etc.?)
- Where an applicant cannot write due to illiteracy or a disability, he/she may make the request orally. However, oral request must conform to the following guidelines;
- The Information Officer must reduce the oral request into writing and give a copy of the written request as recorded for the applicant to authenticate. (s. 18) (3).
- The Information Officer shall clearly and correctly read and explain the written request to the understanding of the applicant.
- A witness must endorse the face of the request with the writing; “the request was read to the applicant in the language the applicant understand and the applicant appeared to have understood the content of the request.”
- The applicant must then make a thumbprint or mark on the request.
3.2 Processing the Application
- Applications would be treated on a priority basis. The Information Officer is responsible for handling requests to ensure that statutory deadlines are met.
- He reviews and identify which part is exempt based on Section 5 to 16 of the RTI Act and determines which of the units in the institution have the records or is responsible for the subject matter of the request.
- Provision is made under section 20 for the transfer of an application within a period of not more than ten days of receipt where the public institution to which the application was initially made is unable to deal with the application. In such situations, applicants would be notified accordingly with the reasons and dates of transfer.
- For information readily available in official publications, the Information Officer shall direct the applicant to the institution having custody of that publication and notify the public institution of the request. (s.21).
- If a requested information is not readily accessible, the estimated time it will take to search for the information would be communicated to the applicant.
3.3 Response to Applicants
- The Information Officer is required under section 23 of the RTI Act to notify applicants within fourteen (14) days from the date of receipt. Applicant should however note that the time limit does not apply to applications transferred to another public institution or which has been refused due to failure to pay prescribed deposit or fee. (s.23) (6). The notice should state:
- Whether or not full access to the requested information will be granted or only a part can be given and the reason.
- The format and mode of the access.
- The expected publication or submission day of the information in the case of a deferred access.
- The prescribed fee (s.24).
- The Information Officer can request an extension to the deadline if:
- Information requested is voluminous.
- It is necessary to search through a large number of records.
- The information has to be gathered from more than one source.
- Consultation with someone outside the institution is required.
- The Information Officer would in such situations, the information officer would notify applicants of an extension as well as the period and reason for the extension. An extension should not be more than seven days.
- In giving applicants access to information, the applicant would be given the opportunity to inspect the information or receive a copy physically or any other form required such as electronic, magnetic, optical, or otherwise, including a computer print-out, various computer storage devices, and web portals.
- Where access cannot be given in the form specified by the applicant, access can be given in some other form. In such cases, the applicant shall be provided with a reason why access cannot be given in the specified form.
2. Amendment of Personal Record
A person given access to information contained in records of the Service may apply for an amendment of the information if the information represents the personal records of that person and in the person’s opinion, the information is incorrect, misleading, incomplete or out of date.
4.1 How to apply for an Amendment
- The application should be in writing indicating;
- Name and proof of identity.
- Particulars that will enable the Service to identify the applicant.
- The incorrect, misleading, incomplete, or the out of date information in the record.
- Signature of the applicant.
- For incomplete information claimed or out-of-date records, the application should be accompanied with the relevant information which the applicant considers necessary to complete the records.
- The address to which a notice will be sent should be indicated.
- The application can then be submitted at the office of the Service.
